Here's how turn Mobile Hotspot for your Pixel 3 / 3 XL on or off.
When Mobile / Wi-Fi Hotspot is turned on, other Wi-Fi services are turned off.
  1. From a Home screen, swipe up to display all apps.
  2. Navigate:
    Settings Settings app icon
    Network & internet
    Hotspot & tethering
    .
  3. Tap
    Wi-Fi hotspot
    , then tap switch to turn on On icon or off Off icon.
    If grayed out, Turn Data Saver Off.
  4. If presented with the 'Warning' screen, tap
    OK
    .
