Here's how to turn one-handed operations for your Galaxy Note9 on or off.
Enabling one-handed operation adjusts screen size and layout for easy controlling of the device with one hand.
  1. From a Home screen, swipe up or down from the center of the display to access the apps screen.
    These instructions only apply to Standard mode and the default Home screen layout.
  2. Navigate:
    Settings Settings icon
    Advanced features

  3. Tap
    One-handed mode
    .
  4. Tap the
    Use One-handed mode switch
     to turn on Switch on or off Switch off.
  5. When on, select the desired option from the 'Reduce display size with' section (e.g., Gesture, Button).
