Here's how to reset settings if your Galaxy J3 V / J3 (2016) can't connect to data or send / receive messages.
If you can't connect to the internet, send or receive email and/or messages (text, picture or video), resetting the network settings may help.
  1. From a Home screen, navigate:
    Apps Apps icon
    Settings Settings icon
    Backup and reset
    .
    These instructions apply to Standard mode only.
  2. Tap
    Reset network settings
    .
  3. Tap
    RESET SETTINGS
    .
  4. If applicable, enter the PIN, password, fingerprint, or pattern then tap
    RESET SETTINGS
     again to confirm.
